In fact, after the lower house, now the upper house of the Russian Parliament also cancelled the approval of the global nuclear test ban on Wednesday. The Federation Council passed a bill revoking the Ratification of the Comprehensive Nuclear Test Ban Treaty (CTBT). Moscow has described this as a step to establish equality with America.

The CTBT, adopted in 1996, bans all nuclear tests worldwide, but the treaty has never been fully implemented. Putin warned earlier this month that Moscow could rescind its 2000 decision to approve the related bill to ‘equalize’ America’s stance as the United States halts nuclear testing Has signed the ban, but has not followed through on it. Now this bill will be sent to President Vladimir Putin for final approval. The lower house approved this bill last week.

Russian Deputy Foreign Minister Sergei Ryabkov said earlier this month that Moscow would continue to respect the ban and would resume nuclear tests only if Washington did so first. Russia may move to resume nuclear testing to discourage the West from continuing military aid to Ukraine. Both America and Ukraine have been shocked by this decision of Russia. In fact, Russia has said that the treaty which it has decided to cancel is yet to be ratified by China, India, Pakistan, North Korea, Israel, Iran and Egypt.
